KWEKWE – The Midlands Observer, a Kwekwe-based media house, is set to develop its first formal anti-sexual harassment policy, acknowledging it as both a legal obligation and a crucial step for organizational well-being. This decision comes as the newspaper navigates significant structural changes and economic challenges, including a reduced staff complement and a shift towards digital publications.
An inception meeting held on June 15, 2025, brought together The Midlands Observer’s management and representatives from its holding company, Midlands Printers. The discussions, facilitated by Gender Media Connect, aimed to identify existing gaps and needs in addressing workplace sexual harassment, ensuring compliance with Zimbabwe’s Labour Act and the Zimbabwe Media Commission framework.
Currently, The Midlands Observer, which has seen its staff shrink from 26 to 10 (including 3 women and 3 interns), relies on general Labour Act provisions and an outdated Code of Conduct that offers limited guidance on sexual harassment. Despite no formal incidents being reported to date, management recognized the necessity of a dedicated policy.
Key areas of focus for the new policy include a zero-tolerance statement, clear definitions of harassment (verbal, physical, and visual), robust reporting and investigation procedures, protection against retaliation, and defined disciplinary measures. The organization also plans to implement training programs to raise awareness among all staff, including new hires and interns who currently receive general grievance orientation.
A critical next step involves a risk assessment survey to identify vulnerabilities, which will inform the policy’s preventive measures. Further stakeholder consultations, including with political leaders and sources, are planned to ensure a comprehensive and well-rounded approach. The Human Resources Manager will play a central role in refining and implementing the new framework, signaling The Midlands Observer’s commitment to fostering a safe and respectful workplace culture.
